Allie has seemingly been obsessed with getting her fingers/hands into her mouth ever since she was in-utero. Now that she has the motor skills to reliably get them to her mouth (as opposed to her forehead.. or eye.. or trembling inches from her face) - and keep them in her mouth - she keeps as many fingers in there as possible.
...or maybe she's just teething.
